The story takes place in an alternate universe where the government chooses to combat rampant poverty with a lottery system. Whomever does not meet a certain income level or potential is entered into the lottery, the benefits of which are government service, a part-time job, and higher education. Some of the recipients get assigned the government service of being a Rose. The gist of that service is that the Rose gets a tattoo on their face, a QR code on their arm. Anyone who scans the QR code can have the Rose do whatever they want, most of the time it involves sex in public, disrobing in public and people take videos and pictures and upload them to the government website. The Rose gets a small cut of whatever the customer pays if they pay the minimum. Their part time job is to be available for sex at their assigned housing for a certain portion of the day. If the Rose if given a tip, they get a bigger portion of it. The government gets all proceeds from the Rose porn bought at their website.
The main character, Polly is not a Rose, but happens to be at a street market when she spots a Rose, who gets caught, stripped and fucked in public by a group of men who haven't scanned her QR code. Before Polly realizes what she is doing, she's objecting to the crowd going free for all on the Rose. People who interfere with the Rose performing her duties are marked with a large I and are publicly humiliated along with the Rose. Polly is tagged for interference and loses all her belongings while her friend watches. The Rose's brother Dean works for the government in the complaint department and funnels clients his sister's way by organizing public sex having his friend fuck his sister. They all have fun with his sister and only scan her afterward in order to catch people trying to interfere. All complaints get lost in the shuffle.
At the end of their ordeal in the marketplace, the Rose, Amy takes pity on Polly and invites her to her place offering to replace Polly's clothing with her own while Polly's friend goes to get his car to take her home. That night Polly starts thinking about a plan to make her own website and QR code to wear so that she can get money by pretending to be a Rose. While she works to implement her plan, Polly goes to the government office to find out about their plan where people can volunteer to be a temporary Rose. She tries it out to see if she can actually go through with her plan to subvert funds to her own bank account rather than the government's accounts.
